was approved yesterday by the california community college's board of governors. a trustee is now expected to be appointed in the next few weeks. the community college has until the 15th of this month to submit an action plan to turn itself around and prevent the school from possibly being closed next june. president obama's reelection campaign saw a record-breaking month for fund-raising in september. sources say the amount raised last month exceeded $150 million. that's more money raised than any other campaign this election cycle. the obama camp declined to comment on the numbers. there's no word yet on how much money mitt romney raised. the deadline to report the official numbers to the federal elections commission is october 20th. >>> the moderator for this week's presidential debate is defending himself, after receiving much criticism about his performance. some faulted faulted jim -- for letting candidates go over time. he says he feels like he accomplished his goal. >>> tensions are escalating after violence in syria continues to spill over its border into turkey. turkish troops to

in our d.c. newsroom. >>> now out to california. of course, the driving capital of the world where the problem concerns gasoline. both where to buy it and what you'll pay for it. nbc's kristen dahlgren, good evening. >> reporter: take a look. 5.69 for unleaded. so much, they actually had to put signs on the pumps apologizing to customers and saying it's not our fault. this is normally the time of year when we see gas prices drop. but while californians slept last night, prices went up an average of eight currents a gallon and experts say they're still climbing. they're calling it the highest single day increase in history. it comes down to refinery and supply chain problems. it started with the the fire at the richmond refinery in august. there was also a power failure at an exxonmobil refinery in southern california this week. and a pipeline shut town that further cut supplies so much that some gas stations ran out of gas including a costco near los angeles. some station owners say they're thinking of shutting down completely. they say it's too difficult to sell at these prices. >
prices in california hitting an all time high. aaa reporting that a cost for gallon of regular gas jumped 12 cents overnight bringing the total 4.61, that 80 cents higher than the national average. is there any relief in sight. dominic is financial advisor joins us. hopefully, there is good news. first of all, why the high prices? what is causing this? >> again we had a similar problem. there is short term problems that are kind of unique to california. they had another refinery outage earlier in the week and that caused really shortages in the summer blend they need. earlier firings in august. the sum of perfect storm incidents have created a short term problem. hopefully we'll see relief in coming weeks. >> heather: there is simple explanation and real ex pla nation? >> the real explanation. on the average californians pay dollar per gallon 25% more than the national average. a lot of it has to do with regulation and taxation. they have created a lot of their own problems. on the average, californians pay over 50 cents a gallon in tax, compared 15 cents to new jersey, for example. they

of a rare shark attack off the coast of california and this one was deadly. officials say the victim was a surfer and that his friend witnessed the whole thing. it happened at a beach off vandenburg air force base about 160 miles north of lang. the last known deadly shark attack in the united states was two years ago around the very same spot. and in that case the animal literally took a bite out of the victim's boogie board. adam housley live in our west coast news hub. what else do we know about this latest attack, adam. >> yes, shepard. almost two years ago to the day in this same spot we have been told there have been a number of warnings but the out in the area over the last few months. there have been shark sightings as far as south as santa barbara an hour drive south of where this attack took place. we're told it happened at surf beach off the coast of california. a 38-year-old man was surfing with his buddy. his buddy saw him get attacked by a shark and pulled under. he swam to him, took him ashore. performed cpr. by the time the authorities got there he basically pled to de

's newsroom". patti ann: california's governor is taking action as drivers deal with more record breaking prices at pump. prices soaring to an all-time high this weekend receiving an average of $4.67 for a gallon of regular. that number spiking 50 cents in just one week. california drivers are struggling with the jump. >> i think prices are ridiculous. >> people working, you know, they need a break. it's too high, it's way too high. >> i try not to drive unless i really have to. patti ann: stu varney is the host of "varney & company" and he joins us now with more on this spike in gas prices. good morning stu. >> good morning patti ann. the news this morning that the spike appears to have stopped. the other side of the coin there has been no retreat in gas prices in california. as you mentioned 4.67 is the statewide average. most calfornians when they go to fill up are paying $100 for that fill up. if you look at prices and how they spiked in key cities of california you can see what we're talking about here. for example, in san diego the average for regular now is 4.73. that is up 56 cent
